What is the Point of Ruby and Max?

Ruby and Max is a TV show for pre-school aged kids on Nick Jr. and Noggin.
The premise is simple enough, Ruby and Max are children bunnies, Ruby being the older sister to her baby brother Max. Equating them to human children ages, Max is perhaps 2 or 3, with Ruby being perhaps 8 to 10. Max usually causes some kind of trouble, and it is up to Ruby to try to fix things… Generally this means that what Max did to cause trouble was ultimately the solution. Meanwhile we never see or know about their parents.
After some Internet searching this morning, nearly as I can figure is that the Author’s point is to help teach kids to solve problems on their own… all well and good, but it seems the solutions to problems is let Max do whatever he wants, regardless of how bad a behavior it may be.
